This PR updates the license header from 2025 to 2026 and also
does a clean-up of license headers in
testdatafiles: following theconventions of
bufbuild/buf, we don't generate license headers fortestdatafiles. This is also already captured in theMakefileunderLICENSE_IGNORES, the existing headers were likely pre-date the ignore.This also fixes the formatting for URLs in YAML files with license headers,
although a fix upstream for the license header generator is needed to
resolve this issue.
